The Jockey Club’s 2024 Equine Injury Database (EID) shows that racetracks in the United States that are not subject to HISA’s rules have a racing-re- lated fatality rate of 1.76 per 1,000 starts, which is nearly dou- ble the rate of 0.90 at HISA race- tracks. This rate has increased 8% over the rate of 1.63 reported by the EID for non-HISA tracks in 2024. In addition to the histori- cally low equine racing-related fatality rate, the Authority made significant advancements in health and safety initiatives and coordinated investigations into equine welfare, racetrack safety, and laboratory performance matters. Among them were these: • Led several safety initia- tives in support of a successful Triple Crown, including the deployment of the Track Surfaces Advisory Group to analyze track surfaces in advance of the open- ing of the races. • Made new tools available to racing stakeholders, includ- ing HISA CHECK√, which helps determine whether certain horses are at increased risk for injury, and HISA Horse In- Sight, which provides a holistic picture of horses’ health and performance for their entire careers. • Advanced the industry’s understanding of equine health and safety matters. The Authority funded multiple research studies on the use of furosemide and formed a Veterinary Advisory Committee comprised of 16 veterinarians with diverse and extensive expertise. • Made groundbreaking inroads in jockey health. No- tably, the Authority launched a program to assist racetracks with emergency action planning and collaborated with Jockeys’ Guild to launch a partnership with Onrise, an athlete-focused mental health platform that is available to jockeys at no direct cost and in their primary languages. • Conducted a comprehen- sive review of the circumstances surrounding the 14 training- and racing-related fatalities that took place during the 2023 Saratoga Race Course Meet. • Announced an investi- gation into the turf course at Parx racetrack in response to concerns about the condition of the surface. The Authority communicated its findings to Parx management and offered to assist Parx with addressing the issues identified with the turf course.
