The Delaware Equine Coun- cil in partnership with the Dela- ware Department of Agriculture has launched a program to assist individual equine owners who are struggling economically due to the loss of employment or a furloughed work situation due to the current coronavirus outbreak. The DEC Emergency Equine Assistance Program is a pay- ment program designed to assist equine owners who demonstrate financial need with the cost of hay, feed or veterinary services for their equines. Payments will be to the feed/hay suppliers or veterinarians to cover actual, doc- umented out-of-pocket expenses incurred by the equine owner This program is funded by the Delaware Equine Council (DEC) and the DE Department of Agricul- ture (DDA) and will be adminis- tered by the DEC. Those interested in applying for assistance can find additional information and an application form at the Delaware Equine Council website, https:// delawareequinecouncil.org/eeap. php. The program will remain ac- tive as long as funds are available and the current coronavirus situ- ation exists. If individuals would care to donate to this program they can contact a DEC Board member. DEC will supply a specified dollar amount from its treasury and be open to donations to that fund from concerned equine enthusiasts or businesses. Any donated funds will be earmarked for the Emergen- cy Equine Assistance Program and the Board of Directors may, at its discretion, provide additional funds for this purpose as they are avail- able. Assistance will be capped at $200 per application. An Equine Health Care As- sistance Committee will review applications for completeness and documentation of expenses and the degree of financial need and will grant payment based on the funds that are available. In order to accommodate potential travel challenges for customers who attend the Breeders Crown races at Hoosier Park, Standardbred Horse Sales Company announced that the sale dates for its 2020 Annual Sale in Harrisburg, PA will be shifted forward one day. The new dates for the 2020 Annual Yearling Sale are Tues- day, November 3 through Thurs- day, November 5, 2020. The new dates for the 2020 Annual Mixed Sale are Friday, November 6 and Saturday, November 7, 2020. In light of the unique chal- lenges posed by COVID-19 and associated restrictions, Stan- dardbred is exploring options for online bidding and expanded telephone bidding to accommo- date customers who may not be able to attend the sale in person. Standardbred is also exploring additional sanitary and safety measures in conjunction with PA Farm Show Complex officials. Additional information will be provided as conditions for the sale become clear. DEC Launches Individual Equine Assistance Program If your application is ap- proved, the DEC will send you a letter for the approved purchase amount, which you must print out and retain. The DEC will issue a dollar amount to be used at a spec- ified vendor. Recipients will be re- ferred to a specific hay/feed vendor who has agreed to work with the program to arrange their purchase. Recipients contact the vendor be- fore making the purchase, notifying them that they have a DEC letter to negotiate the amount of product that can be purchased. Recipients then present the letter to the vendor to verify eligibility. If the value of product purchased exceeds the prepaid amount the recipient will be responsible for the difference. Commercial entities of any kind, breeders, racing and businesses are ineligible to apply for the program. Individuals who have previously been convicted of animal cruelty or neglect are not eligible to participate.
